CFIS Co-hosts IGF 2021 WS #51 A Meaningful Standard for Necessary Scope of PI Processing

    CFIS, Cyber Security Association of China (CSAC), China Internet Development Foundation (CIDF), Fuxi Institution and Chinalabs hold the Beijing-based Workshop #51 themed “A Meaningful Standard for Necessary Scope of PI Processing: AI Laws in Different Countries and Implementation” on Dec. 10. The workshop is part of the 5-day-long IGF 2021 in Katowice, Poland starting from Dec. 6 to Dec. 10 with a hybrid set-up of online and offline meetings.

    Xu Feng, Deputy Director from the International Cooperation Department of CyberSpace Administration of China gave an opening speech. Li Yuxiao, Secretary General of CSAC, moderated the workshop where Zhao Hui, Secretary General of CFIS and representatives of other co-hosts also gave speeches. As invited guests, Zheng Guangkui, General Manager of China People Data, Zhao Binqi, General Manager of Alibaba Security and other 30 or so industrial delegates contributed to the discussion. About a hundred experts and scholars from related authorities, industrial associations, higher education institutions and research centers in China, Switzerland and Brazil participated either in person or virtually.

    Zhao Hui advises global stakeholders to continuously explore rules and practices in the fields of technological development, human rights, privacy protection, morality and ethics to better protect personal information in the context of AI. She believes, as a golden rule, any technological application should not sacrifice individual dignity. A fairer and more equitable international system of Internet governance should guarantee a balance between Internet platforms’ obligations and users’ rights. Transparent and appropriate obligations and rights would prevent platforms from profiting from infringing users’ privacy rights or obtaining monopoly power by accumulating personal data.

    Li Yuxiao sees AI as new infrastructure powering every industry and sector. As more and more personal information is collected, concerns about privacy violation and data misuse ensue. He suggests stakeholders jointly explore the establishment of collaborative AI laws and regulations across the world for personal information protection. Standardized regulations will ensure desirable and sustainable evolution of AI for the benefit of all humanity.

    Shen Qiang, Board Representative of CIDF and CEO of Xiamen Meiya Pico Information Co., Ltd., Jovan Kurbalija, Head of the Geneva Internet Platform, Li Xiaodong, Founder of Fuxi Institution, Luca Belli, Professor at Fundação Getulio Vargas (FGV) Law School, and Wang Li, Senior Researcher at Suzhou Information Security Law Institute, Xi’an Jiaotong University School of Law, made speeches and spoke with the audience about how to balance connectivity with information protection and data security, shedding light on cross-border protection of personal information. The attendees unanimously called on all parties to take up their responsibilities, further communication and cooperation, strengthen PI protection during the normalization of COVID-19–related state of emergency, and work together to keep personal information safe in the future.
