Jilin Accelerates Cross-Border E-Commerce, Igniting a New Engine for International Trade

Jilin Province is stepping up its push into cross-border e-commerce, unveiling the Jilin Cross-Border E-Commerce Industry Belt Map at the 5th China New E-commerce Conference on July 26. The map highlights Jilin’s strongest industrial clusters, leading enterprises, and key products, aiming to connect the province’s competitive goods with global markets.

The strategy is already paying off. In 2024, Jilin’s cross-border e-commerce imports and exports hit 5.2 billion yuan, more than five times the volume in 2020. The momentum continued in the first half of 2025, with trade totaling 3.56 billion yuan, up 68.3% year on year.

With its speed, scale, and strong momentum, cross-border e-commerce has become a vital driver of Jilin’s foreign trade. In recent years, the province has prioritized this sector by setting up pilot zones, fostering market players, and improving infrastructure—accelerating the shift toward new trade models.

As one of China’s traditional industrial bases, Jilin benefits from a strong foundation in heavy industry, which ensures a steady supply of quality local products for global markets. Cross-border e-commerce has also helped previously overlooked products gain visibility. One example is Jilin Mantianxin Technology Co., Ltd., which provides end-to-end cross-border e-commerce services. At the event, its chairman Wei Xin described how the company helped FAW Jiefang, a car company, adopt the innovative “9710” customs clearance model—a B2B direct export system that simplifies customs procedures. This enabled over 400 truckloads of online purchases in 2024, worth 140 million yuan.

Mantianxin has also partnered with more than 40 medical device companies in the province to build a cross-border e-commerce cluster for medical products, which has become one of the top 10 procurement hubs on Amazon in Europe and North America.

The newly released industry belt map showcases 30 industrial belts, including mature export-oriented clusters and emerging sectors with untapped potential. It also lists 659 source factories and products, breaking down information barriers and enabling precise connections between suppliers, platforms, and service providers worldwide.

Looking ahead, Jilin will roll out the “2245 Action Plan” to further expand cross-border e-commerce. The plan focuses on two key advantages (geographical location and industrial strength), two markets (imports and exports), four pilot zones (Changchun, Jilin City, Hunchun, and Yanji), and five major initiatives: nurturing enterprises, building infrastructure, improving logistics, training talent, and optimizing services.

Through these efforts, Jilin aims to position itself as a new hub for cross-border e-commerce in Northeast Asia, driving international trade with fresh momentum.
