CFIS Invited to Speak at Open Forum #40: Building a Child-Friendly and Inclusive Digital Future at IGF 2025

CFIS was invited to speak at the open forum titled “Building a Child-Friendly and Inclusive Digital Future,” hosted by UNICEF on June 24, 2025, at NOVA Spektrum in Lillestrøm, Norway as part of the 20th Internet Governance Forum (IGF).

A senior official from the CFIS Secretariat shared Chinas approach and successful practices for protecting minors online. This includes strengthening legal protections through the Regulations on the Protection of Minors Online, which came into effect in 2024 and tackle issues like cyberbullying, data privacy, and Internet addiction. The Cyberspace Administration of China has stepped up oversight with special campaigns urging platforms to regulate online communities for minors. Leading Internet companies are encouraged to improve minor mode, set up quick reporting and response systems, and curb cyberbullying behaviors. CFIS has also taken a proactive role in mobilizing social support by establishing the Professional Committee on Cybersecurity for Minors and launching the @Sprout Initiative for public welfare, which has already reached over ten million views with its educational content on cybersecurity and digital literacy. In addition, CFIS has published the Annual Report on the Protection of Minors in Cyberspace 2024 and contributed to the creation of national standards like the Guidelines for Safe Use of Artificial Intelligence Technologies Involving Minors. On the global stage, CFIS has deepened its partnership with UNICEF China through the Design for Safety enterprise case collection campaign. This initiative showcases Chinas progress in Internet governance while sharing these efforts with the international digital community.

The open forum was chaired by UNICEF representatives and included discussions with investors, digital tech companies, regulators, civil society organizations, and international organizations on building a safer, more inclusive digital future. Guests from CSOs, research institutes, media, and enterprises participated both online and offline.

The 20th IGF held from June 23 to 27, 2025, under the theme Building Digital Governance Together, drew over 10,000 in-person participants from around the world for more than 200 sessions. During the event, CFIS set up a physical exhibition booth to showcase Chinas achievements in Internet governance, including initiatives like the Smart Education of China platform, the China Internet Civilization Conference, and the @Sprout Initiative. In addition, CFIS invited attendees of the open forum to participate in its international seminar on minors online protection, which will be held in Beijing in September 2025.
